Innovation in the Service Sector in Hong Kong: The Case of Engineering Consultancy

Summary This paper analyzes emerging patterns of learning and innovation among consulting engineering firms in Hong Kong. The need for enhanced innovation strategies is prompted by changes in the territory's economic structure and a more extensive demand for improved services. The paper discusses the emergence of the consulting engineering sector in Hong Kong, and the patterns of accumulation of knowledge in the sector. Data fiom interviews among consulting engineers in Hong Kong show that increased complexity of projects presents new challenges for innovation. Innovation patterns include important elements of external search and collaboration in the consulting engineering fims, further attesting to the importance of partnering in order to raise the quality of services that has been identified in the report recently released by the Construction Industry Review Committee. Moreover, the role of information and communication technology in the sharing of knowledge, and in particular in the development of new tools and services, is underscored.
